Would these fiscal changes really balance the budget and curb bad parenting?

Easy:

1) Abolish the following state and federal entitlements:

"Earned Income Credit" (Phase it out across 5 years)

"Refundable Child Tax Credit" (Phase it out across 10 years)

Ordinary Child Tax Credit (Phase it out across 20 years)

Standard Deduction for Children (Phase it out across 20 years)

WIC (20 years phase out)

SNAP (10 years phase out)

NOBODY should get a free lunch. If you don't work for a living, you shouldn't eat. If you can't afford to retire, oh well, you should have made better life choices.

2) Cut Military Spending roughly in half and stop trying to "police the world".

I think we only need 4 or 5 Aircraft Carriers to accomplish our DEFENSE goals. We do not need 10 or 11 Aircraft Carriers.

3) Add a 5% ADDITIONAL income tax on all people making 500k per year or more, and a 10% ADDITIONAL tax on all people making 10 million or more dollars per year.

4) Abolish all State and Federal tax waivers for corporations, especially tech giants which have a 400% profit per year, but pay no Federal taxes.

This includes, Apple, Intel, Nvidia, Amazon, General Electric, and many, many more corporations which pay zero tax due to Federal waivers given to them.

5) Raise a 5% Federal sales tax on all goods except food, clothing, housing, and medication.

This would be phased in over a 5 year period, starting at 3% in the first year and adding a half-percent every year afterwards for the next 4 years. This tax would be ABOLISHED once the Federal debt is totally paid off.

6) Finally, because average lifespan is more than expected, raise an additional 1% Social Security tax to offset longer lifespans.
