You can’t just make a program “good parents first” then say ‘good parents will get paid in child tax credit by _, _, _, and _ while bad parents will be restricted and have to pay more’…. Just seems like it would be hard to implement.
Also I would argue, what about parents who live their life in poverty…. Since the child’s quality of life is worse than a CEO’s child born into wealth, maybe the CEO deserves better treatment while the poverty stricken get demolished. I don’t see this working out well for anyone.

No, I do not want the government getting involved in parenting. That's a bad idea.
The government is not supposed to be our mommy or daddy. It is supposed to be a force of stabilization that interferes with our lives as little as possible with the goal of preventing an anarchy.
Constant interference in our lives is a result of a nanny state and an infantilization of the public.
I don't understand. we definitely need better parents.
how about people get voluntarily "fixed" until they are trained to be parents and educated sufficiently. that avoids a lot of messes.

Well if you're killing another human being then yeah, that shouldn't be done willy-nilly. Typically to kill another human being you need to jump through a lot of hoops, such as joining the military, being an executioner, self defense, etc.
