Do you think it should be illegal for parents to force their older kids to look after their younger siblings?

I have seen someone with my own eyes for the past 8 years who has also forced her older kids to look after their younger siblings. Basically, when the kids come home from school, they are made to watch their sisters, and if they don't, they get yelled at. Even if the mum has been at home all day and night and isn't doing anything, she still makes the older kids watch their younger sisters, who are 8 and 3 years old. The 8-year-old does have a disability that is a form of autism.

I know the older sister doesn't mind watching her younger sisters, but for the 16-year-old boy, you can see he is depressed because, on top of having school, his mum made him get a job, and she also makes him watch his sisters. He rarely gets to hang out with his own friends.

Do you think it should be illegal for parents to force their older kids to look after their younger siblings?
