Why in U. S. culture it is common for people to ask how you are doing, suggest hanging out, etc when they don't mean it whereas most cultures do?

It is pretty known how in America, people ask strangers, acquaintances, etc how they are doing when they don't give a fuck how they are doing or they suggest "we should hang out sometime" when they don't mean it. Europeans such as Italians, etc most of the time mean it when they ask strangers, acquaintances those things. America, Japan, South Korea, a shit load of times don't.
