I'd stop the expansion of the universe, increase the speed of light to infinity, and encourage all the different life forms to visit each other... peacefully.

I would alter Causality, (the C in E = mc2) such that time approaches zero for everyone.
That's impossible. There would be consequences to the state and stability of the universe. But it's a nice comic book fantasy.
