Certainly some school districts are better than others. Generally it's because they have more money because they collect more tax revenue. But is this fair? Obviously everything is a generality.

Fair is irrelevant, as is paying more or less tax as no parents gets to decide how the state allocates those funds.

Anyone going to public school should receive the same quality. If you want to pay for private school, then you are entitled to better.
