I know Manchester City won the Champions League but overall the English teams are still underperforming. Liverpool lost 3-0 to Atalanta at home.
They are a team that's competing for the title and has a champions league spot secured so they're a champions league caliber team in the europa league they should be cleaning up. But instead they're doing whatever that was. No other league really has the depth to send a team like Liverpool to the Europa league unless they really underperform. But for teams in continental Europe it's the highlight of the season. An otherwise mediocre season can be made memorable by a big performance on the european stage. Or a good season can be the best season ever with a good european performance. But English teams still seem to think it's a distraction. Why do you even fight for the top spots to qualify for Europe if this is how you're going to show up on the day?
When FC Basel was still good they knocked out Liverpool, Manchester United, and Chelsea in different seasons. One time they beat Chelsea twice but still got third place in the group that sucked. After those defeats Chelsea bought Salah from us and later on he ended up at Liverpool. I still remember those times to this day but most English fans probably don't.
As long as you don't see european competitions as the real battle ground, the priority, this will continue.

I'll give you a very simple answer...
City wins domestic league championships with and endless flow of money... and this makes them a lot less competitive
by the time they face other European Champions that advantage goes away... they're on equal grounds with other teams that can match their budgets
Even though I am not from Liverpool I still support the team and I love Liverpool but I was disappointed when they didn’t win against Atlanta
because they don't even need the money
