As Cardinals fan I had years of a catcher who inspired such fear in baserunners, most teams had a one word stealing plan versus Yadi "don't".
Because of this I have seen very little stolen base attempts against the Cardinals for over a decade. Now I see more. Is this true across all of baseball, are more stolen bases happening across MLB?

The recent rule granting a runner a stolen base if the pitcher throws to a base three times without picking off the runner or catching him stealing. This means potential base thieves can draw two throws, then go because the pitcher can't throw to first or second (how many steals of home are there in a year?) unless he nails the swiper.
I meant legitimate stolen bases. Not rule given bases.
Pitchers are so busy chasing speed and spin, they neglect potential base thieves.
