Depends what you're looking for.
Old people will say Steve Young, but he was before my time, so I can't comment. Statistically speaking, it's probably Cam Newton.
Lamar Jackson is probably the most balanced dual threat, but there have been both better passers than him, and better rushers.

Personally, I'd bias my rating towards the better passers, since we're still talking about QBs here. You might not immediately think of Aaron Rodgers as a dual threat QB, but he's ranked #8 of all time in rushing attempts, and he was (in his prime) a far, far better passer than anyone else who could be considered a dual threat.

He was also successful over a very long period of time, if that matters to you - and if it doesn't matter to you, then you could even make a case for Deshaun Watson. He was only good for one or two seasons (and obviously had a lot of trouble off the field), but in 2020 he led the league in passing yards with 4823yds, and had 444 rushing yards to go along with it. The only dual threat QB to have had a better season is Mahomes, but he played more games, and he's obviously a bum.
