Yeah, the blue arrow means received and viewed; same as Facebook as messenger does. Try sending another message and see if it goes to blue after a little while - if it does then you are unblocked, if it doesn't then he blocked you again.

Aahh now it jumped back to pending... i never sent a message i just still had him in my chat list and noticed that all of a sudden it was blue and it’s been grey and pending for like 11 weeks.
