I downloaded an anonymous browser on my phone and my iPod touch but the admins on the website said that guy is a troll and he does it all the time because he signs in there as a guest and they said they are trying to ban him completely.

The closest I could be tracked (no 'protections' involved) was a server in Bangkok - which is some 120 km from here. ... = 'safe' enough.
There are apps though that can transmit your phone's exact position. To my knowledge, they need your permission.
I guess that police, or Mossad/CIA will have additional options.

Yes, probably, but harder. Usually its a matter of making it so hard, the effort isn't worth it.

I don’t know much about the technical details but my boyfriend told me if you use DuckDuckGo you can’t be tracked. Also yes, VPNs are pretty secure.

A VPN will give you privacy on the Internet.
