I'll just go with graphics card/GPU as a simple answer. Even most games these days don't utilize multi-core processors that well so having some 16-core machine is generally going to be much worse than having 4-core machine with awesome GPU.

It's a software problem like even lots of game engines that try to multithread on CPU do double-buffering meaning, for example, that one CPU is tied with its copy of the game state processing physics and outputs to rendering while another processor is simultaneously processing the next. But that's pretty limited in parallelism.

Meanwhile, lots of games are generally render-bound, like 70+% of the time spent rendering. And so you get a powerful GPU and it reduces that time spent rendering. The newest games can't utiilize a 16+-core machine that well. The software pipeline is still mostly serial. They can utilize a powerful GPU very well with their parallel tess/tri, vertex, and pixel/frag shaders to cut down render times.

xD you can't just answer that so simply. it depends on your budget. gaming pcs aren't like consoles. there's a huge variety of different chocies. and you gotta make sacrifices unless you're rich as fuck.
