Why do you need a home guest network let alone rules for it? If you really need to restrict VPN's on your network then the best way is to do it at your routers firewall. The limitation here will be your technical knowledge and the features provided by your router. You should also be using a managed DNS service to restrict access to other services. Finally, that screen grab was very difficult to read.
