There are at least two bar codes on sim card packaging. One is the normal one used for the sale. The other is the serial number of the sim card which is transmitted to the mobile phone service. You can't activate the service if the store hasn't scanned the serial number.

Sim cards are trackable, I wouldn't recommend it, considering when you rob someone and steal their phone, the proper way to deal with that situation is by tossing the simple card, I feel like stealing a sim card is asking to get caught lol
