Why can a 1080p video on Youtube look like 240 or 360p?

Do they put 240 or 360p video at 1080p, therefore it says 1080p but looks 240 or 360p?

Possibly because the original video was recorded in low quality but exported using high quality settings in a video editor. But adding pixels to the video will not make it sharper or more clear. Those pixels are empty. They have no data. If the video was originally recorded in 240p, that's the real quality it will always be.

If you are watching it on phone, internet speed will matter a lot.
If on laptop, your screen type will define what is the highest resolution of video you can see on it.
