Possibly because the original video was recorded in low quality but exported using high quality settings in a video editor. But adding pixels to the video will not make it sharper or more clear. Those pixels are empty. They have no data. If the video was originally recorded in 240p, that's the real quality it will always be.
If you are watching it on phone, internet speed will matter a lot.
If on laptop, your screen type will define what is the highest resolution of video you can see on it.
