I factory reset it last night because it was running very slow. I left my house to go to the store. When I came back it was on the bios screen. It stayed there for about a half hour then it came to a blue screen and asked me what operating system I wanted it to rub. The only options was windows 10. I clicked on it, and ever since then it's been going back and forth to the bios screen. The screen stays black for a few seconds, then goes to the bio screen. This has been happening over and over again. Or around 16 hours. I tried turning the desktop off and on but it's just doing the same thing.
it seem like there was no system recovery or backup point set. i suggest you setup a bootable windows installation from a USB drive to just install windows yourself. you'll need nother working computer for that tho. it's best to always have such a usb drive around. harddisk failures are a thing. so you may need it anyway.

Sounds like a boot failure- are you getting anything beyond the loading screen, and then back to BIOS? Are you hearing any noises from the hard drive when it tries to boot up?

Somehow your boot files are corrupted. Maybe your hard drive is bad. That might be why it was running slow in the first place. Try to restore the system files. If not reinstall windows from a DVD or flash 📸 drive.
Sounds like it has found some parts on windows 10 but can't boot into the setup, so its crashing and booting up again.
Do you have a boot medium inserted? USB/CD/DVD/...- u
probably a corrupted copy...
perhaps, you could try with a fresh image... and try to install it with a USB, make sure BIOS reads the USB first so the installation can go through
