Yes, its still functioning, you need to uninstall it or mute it, most phone OS's allow muting of notifications from an application, for android if you go to settings and then applications and find that application you can switch them off there, or alternatively if you long press on the icon in the apps menu you can "pause app"

yes… unless you completely delete the app… but you can always turn off the notifications for that specific app in your phone settings.
