In a far developed country like USA, I would expect earlier than 2000.

In a third world country like Turkey, my father had PC in 1998 but it wasn't common to have your own PC back then in Turkey.

Mid-90s is a safe guess. I had one in 93 (as far back as I can remember), and at least a few of my friends did too.
Windows 95 (released, unsurprisingly, in 1995) was the first version of the modern Windows GUI, with the Start button and taskbar. It was designed to be user-friendly, so it's clear that Microsoft was targeting households and casual users at least as early as that.
If by "PC" you just mean a computer, I'd say early nineties- but then, that may just be the circles I run in. They weren't as powerful, or seen as being as important, as they are today, of course, but it wasn't at all unusual to have one.
If you mean specifically an IBM compatible, that came later; that'd be mid-90's, with holdouts going until the late 90's.
