Location access while using app on life 360?

If you have on settings for life 360 allow location access while using app does that mean your location is only shared when your actually on the app?

Any time you allow your location data to be shared, every movement you make will be tracked, recorded, analysed and the results of that data analysis will be sold and or be used to manipulate and exploit you.

This information will be stored as long as legally possible, potentially forever.

I can't confirm whether it will only track you while using the app or whenever your phone is simply turned on, but its "Data Safety" in the Play Store says that it will share your location data with third parties. That's not good.
