Well, I guess it might also be underestimated how hard it actually is to become a president of whatever country just like that.
But going to Mars really was/is a scientific quest of decades on multiple levels.
On the other hand no person and no group of people is entitled to say "we achieved getting to mars by ourselves". It will be a summed up effort of multiple individuals and projects throughout history that will have led to it.
It's kind of incomparable. I don't believe NASA would make such a statement. It's rather stupid.

OK, now for your assertions / assumptions...
1. You provided no reference or quotation for your assertion about "what the NASA scientists said" which I believe you are asserting is:

Can you please provide one by updating the question? I can't seem to find any pages on the web that have that quotation except this one.
2. What Obama did, and I didn't like it at the time, was enable the private sector to take over launch responsibilities for many commercial systems. This let NASA retire the very expensive shuttle and concentrate on its science and exploratory missions instead of being "The FedEx for Earth's Orbit". I didn't like that idea because I felt that NASA should still be in the rocket development business - which they are still, thankfully, due to the renewed Moon program which I am happy about.
By the way, I __WAS__ a "rocket scientist"; 30 years ago, I was working for an FFRDC associated with aerospace and space systems. We were literally across the street from Los Angeles Air Force Base which is where USAF Space Command was located. Many a meeting I attended at LAAFB. LAAFB is now part of Space Force and is the headquarters for Space Systems Command.
3. I am fine with Trump creating Space Force; I think it was a good idea even though it was mocked. I also understood his Greenland idea and didn't feel he deserved the mocking he got. Objectively, that would have been better for the US to have acquired Greenland.

3. I am not from the UK. I am a native New Yorker like Donald Trump and, like him, was raised in the NYC metropolitan area. Because I am an old NYer, I've been aware of him for 50 years since the Federal Government sued him and his father for engaging in racist practices that violated the 1968 Fair Housing Act.
4. I don't hate Trump, but I am not at all fond of him and, over the years, have lost the respect for him that I once had. This is why I supported The Lincoln Project.

6. Donald Trump __is__ in a good amount of legal hot water from 3 jurisdictions: The Federal Government, the State of New York, and the State of Georgia.

Sounds about right. Not saying its impossible to bullshit your way to Mars either but it is incredibly hard to do it by "accident". Even if you had a rocket with everything prepared and even the skills to fly it, you are still virtually guranteed to never reach mars because navigating our solar system is confusing, math intensive and extremely precise. Even this "simple" step is something you have to master in detail beyond what bullshitting will get you.
You're not wrong but just remember thanks to an oopsie on Hubble they had to make glasses for it. Just sayin'...

Microsoft laughed when Apple invested a ton on the crazy smartphone thing. They put all their chips on the table. If people didn't buy them, Apple would go under. Microsoft didn't think anyone would be dumb enough to spend $900 on a pocket computer. Then along came Android, and then there were tons of brands on the market. Then Microsoft threw their hat in the ring and tried to catch up. Too late. Timing is everything, and Bill missed the boat.

Even though I have no desire to go to another planet, I respect those with the courage that do. I have zero respect for 99% of the politicians. Most of them couldn't get hired at McDonald's.
