Why is it, when I need to delete certain things on MY computer, I HAVE to ask ME to give ME permission to do it?

I'm going through the Psych Demos looking for the next song to be used in The Enpsychlopedia. I had about 3200 songs to sift through. When I found potentials, they were copied and put into one folder. Of the 300 in that folder, the good ones were put into the Good folder. Of those 90, the best were put into a Best folder. Once I picked the final song from those 30, I deleted the best folder and tried to delete the Good folder but it wouldn't let me do it!

These are MY folders. Ones I just created a couple days ago! The only thing in them is MP3's that I just put there myself for temporary storage until I was done with them and then I would delete them as I've got copies. already.
When I'm possibly going to delete system files, it tells me flat out that it might be something important and that I probably shouldn't delete it. When it's MY files, it tells me I have to ask myself for permission to delete them. I give myself the permission and it still refuses to delete them without my permission!

Only WMP and I erased them from there before trying to delete them. I couldn't delete the folder with all the songs in it but, if I open the folder, I can easily delete all the songs in it! But I still can't get rid of the folder.

From what I know, as long as one of those files is open somewhere, I can delete everything in that folder BUT that file. Nor will the folder go. As I was able to delete all the files but not the folder, that tells me none of the files were open. I don't recall if I tried to delete the folder again after deleting the files in it but, I tried it again a couple hours ago and had no problem getting rid of it.

As far as I know, I AM!! It's MY computer and nobody else has ever used it.
I'm pretty sure that when I first turned it on, I DID make myself admin. I STILL have to ask myself for permission.

Now I think I am not sure what you are talking about with permission to delete files belonging to yourself. Can you show me a picture of the popup?

I use CMD as administrator and run "rd /q /s (file or folder)" like a pro

Apparently not! I just tried to delete the folder again and it went without issue! Last night, I was full of songs I'd just put there hours before and it refused to let me delete the folder but, as soon as I opened the folder I was allowed to delete all the songs in it!
What happens is, I try to delete whatever it is I no longer need and it goes through the deleting process for a few seconds and then stops and shows the name I gave the computer and gives me a message saying i don't have permission to delete these things and I need permission of the administrator to be able to delete it. Two buttons appear at the bottom saying something like, "Continue" and "Cancel". I want them deleted so, I click on Continue. It acts like it's going to continue and then I get the same dialog box, again!

Security, because it'll be permanently deleted. You have that too when launching programs sometimes. If you go about it as the administrator, these things won't pop up.

You are not the "admin", you should be able to set this up in the settings and granting yourself the required rights.

I believe that your question is why should anyone be asked for permission.

I look at computers as being like young children, needing to be given explicit, simple directions, and the parent not being angered by their naivete.

At least frustrating! There's things I wanna dump to make needed room on the hard drive but the computer, even though it tells me I'm low on disk space, refuses to let me do what I want to do about it!
It's about not being able to do what I WANT and NEED to do to keep some open space on the hard drive! How can I do what I wanna do if it won't let me do what I wanna do? Besides, I'M the boss here!!
