What should I use to develop my own social media website?

Depends on your plans are the mobile focused or web focused? The best plan is build with the tools you know. You will need a backend and a frontend. I say that you should look into graphQL for the interface between the two.

It's a way to write the API calls between the frontend and the backends database. To make them more flexible and agile. Which includes things like caches, offline and error handling.

Not if you are going to build your own stuff. If you don't have control over data storage and structure you haven't made anything. You have just branded it.

which APIs should i have for my website beforehand, and which should be added on by cloud server providers later on? i was thinking stuff like messaging and multimedia i should implement natively, while payment and matchmaking by the provider

You should use third party for payment for sure. You should consider using something like trueid or mobile bankid, to limit the usage to real human beings, so you don't have all the bot problems. You can use some kind of message framework to speed up development. You need use push servers that supports all the platforms you need.

Push servers? Yeah for payments, I just plan to go with Google Pay, Apple Pay, Amazon Pay, Ali Pay, and then maybe some others like PayPal and Interac Online. What about third party logins? Should I rely on those, like Google, Facebook, Twitter, Amazon, LinkedIn?

Push servers is the servers that wakeup devices and make them show notifications, fetch new data from the backend, take a incoming voip call or similar. You can't have a network connection open all the time on mobiles, you use these to tell when one is needed. When it comes to logins, it really matter on what security level you want on users, google, Facebook isn't good enough to avoid bots. It just an easy way to login and not having to have another password. So that fine if you want same issues as regular social media.

i don't plan on making a mobile app anytime soon, until my business idea actually explodes in popularity

Social media isn't a business idea and it's something that takes very long time to build up a user base in and if you have slow interaction with all mobile users it won't be a hit. It's not a one person team kind of effort. Execution is more important then ideas.
