It was 1981, the IBM PC had just made its debut, and it had just 640KB of memory.

Someone was asked about this and reportedly made this response, although they have later questioned if they actually said it.

Do you know who reportedly said it?

Bill Gates, co-founder of Microsoft, is reported to have said this at an electronics convention in 1981.

Different days different programs and different uses. I have seen and maintained programs written to fit in 4K. Right now I am using 2.83 GB but that is mostly Chrome and nothing is executing that would fit in 640K but I have virtual memory and back then they didn't.

Don't know who did say that. Bill Gates most likely or maybe Paul Allen. It was quite a lot as earlier computers had 64K and programs were text based.

The logical guess would be Bill Gates or Steve Jobs but that is purely a guess.

I don't think anyone mentioned that it was a limitation in DOS (and therefore early Windows). If a computer had more than 640K of RAM, you had to do some awkward fiddling for your program to see the rest.

Gates is also reputed to have asked "what's a network?", in about 1995, when touring a Cambridge University facility.

Supposedly bill gates said it, but he denies it. Tbh I doubt anyone in the computer industry would ever have the mindset of "don't improve the thing".
