Years ago it happened because my data plan was not always enough back when things had a limit but it’s been unlimited for years now on my plan

I had a flip phone and I got 200 minutes a year. It cost me ten bucks a month. I went over the 200 minutes only once.

You only get a certain amount a month in your package and when you go over they throttle it and it's extremely horrible and barely works
