Is it possible to upgrade a budget gaming pc to a high end gaming pc?

I'm leaning on buying a pre built pc with an rtx 4060 and was wondering if it's possible to upgrade it to a 4k gaming pc later on

Generally. There's going to be some variation depending on what you mean by "4k gaming PC", and what specific parts you want to upgrade, but modern computers are very modular.

I'm new to PC gaming and I'm tired of dealing with the limitations of gaming consoles which is why I'm looking into joining the "master race". I'm very ignorant to how all this works but I was hoping for 4k resolution and 60 to 120 fps. Now I know that will be expensive which is why I was hoping I could buy the upgrades later and settle for a a 900 dollar PC for now

Um, I don't think there's much overlap between "video games" and "Nazi propaganda", but I see no harm in informing.

The core components of a PC are the power supply, motherboard, processor, RAM, hard drive, and for those that don't have onboard video, the graphics card. Every one of those, except the power supply, has a certain type of interface slot or plug that it attaches into (the supply, and the board, have the slugs and plugs). So long as you have the correct slug type, you can plug in a more advanced component, but there are two caveats: first, more powerful components generally need more juice, and your power supply has a limit, so upgrading something else may cause you to need to upgrade that, too, and second, if the operating system doesn't play nice with the new hardware, you're in for trouble.

It looks like the rtx 4060 uses a PCI-E port (pretty standard for video cards these days), so you'd be able to upgrade to any card that also uses it.

it is, by buying new "cards" like for picture speed and network speed cards for the table computer box

I'm a gamer but never owned a gaming pc before so I'm ignorant to how this works. I was hoping I could upgrade from a 4060 to a 4090 and replace the Intel core i5 to i9

Usually, yes. But it depends on the board as not all boards will give you the ability to upgrade much.
