Should I leave the US over the summer heat being too much? And if so where to go?

I was born and raised in the US (close to the Canadian border), I only speak English and I've tried and failed to learn other languages. I've never been to another country before, but I'm unable to adapt to this type of climate, and am more adapted for the types of summers and winters that the 1990s presented.

There are countries that have much colder summers, but none of them are particularly standing out to me in terms of every other factor when choosing where to live. There are some that interest me regardling lifestyle, culture, or laws, but these are all in warm or hot climates, and I need the cold.

I feel like I don't have a proper home, like an exotic pet kept in the wrong type of enclosure.
I like big cities, technology, video games, living a nerdy and artsy lifestyle, so I thought about just staying indoors 24/7, but today's air conditioners are very weak (I understand why freon was banned, but it was a much stronger refridgerant, so it leaves me in a an unfortunate predicament, as with today's air conditioners, they are running full blast all day and still its 75 to 80 degrees in the house).

I've tried to figure out how to stay cool in the summer but nothing is working and I'm miserable and unsure what to do.

A 60 degree summer metropolis that speaks English would be ideal.
