Well its up to the parents to decide. For me its a step by step process. You have to teach kids how to be the master of technology and not its slave. So exposure to the internet should grow as they become more responsible. Some kids may be able to handle the pitfalls of the internet than others. So the answer for me is it depends...
Kids as early as 2nd grade are expected to use the Internet to complete homework and school project assignments, so they should have access to the Internet.
The key is parental monitoring and supervision, which changes based on the child's age. Parental control software is good. Better is active parental involvement in what their child is doing on the Internet. Teach them to use the Internet in a good, fair and safe way.

They need to be able to understand what is a quality source what is misinformation What is disinformation and what is speculative or hypothesized. Once again we see another generation of adults being judgmental, regulating kids under the pretext of keeping them safe, while the greatest threat to children's well being by far is still abusive parents and other relatives, keeping them isolated from the world makes them more vulnerable. To clarify it is ok for parents not to allow their children to watch pornography, but to keep them from using chatrooms and websites in general, that is controlling.
