Do H265 Videos freeze in low end laptops?

Yes, they can freeze on a low end laptop. The Celeron n4000 slower than a i3 from 2012 and 4gigs of ram is the bare minimum for windows. What is your CPU usage when playing H265 videos? Also not all video players are created equally, some are more efficient than others at deciding videos resulting in less resource usage, which on low end hardware can be the difference between smooth and choppy videos. I'd try a different video player to see if there is any improvement. VLC is a good one to start with, it's free and widely popular.

Would have to be extremely low end, my phone from 2016 can handle H265 just fine. Any modern laptop should have hardware decode for it.

Thats extremely low end, maybe something like VLC lets you get away with it but thats below the minimum I'd consider workable for modern windows.

Windows 10 on my machines uses 4GB of ram without anything open. Thats 100% of your system ram gone before you do anything.

H265 must be a special video format. Not regular blue ray.

No. Most likely situation is that you have a shitty codec installed.

Install VLC player or Media Player compact instead

I'd try a different player like VLC. Like I said, some video players have more efficient decoders than others which can make a big difference on low end hardware.
