No. Most housing electrical panels cannot handle the load. Hence the need to "Level 2" setups.

One or two EV's on a house panel should be good on most new builds. But an entire street doing it... will cause "brown outs"

there are zoning laws that are valid because they protect the rights of other citizens but nobody should be told to have solar panels or spend money on a electric car charging station that they have no intention of ever using. You should have choice in what kind of heat that you want.
