Oof is not just a west coast thing, I live in VA and people say it all the time. most of the time I say "ooooh" or "ouch" or "oh no", and for good things I just say "sweet" or "neat"

Here in hawaii the term oof or oofing is slang for fuck or fucking. " eh brah, I heard you stay oofing my sistah? Like bang" the word bang is a term used in replacement of fight or fuck. if you ever come down here and a guy or girl is referred to as a bangah or someone says "he/she can bang" it means they are very capable fighters - not just training in combat sports but above average. First example I provided is pidgin language and often spoken by people here who we call mokes or moaks not sure how it's spelt lol

I almost never say it, the only two times I can recall saying it was when it seemed like the only word that came to mind for the particular situation and it wasn't an insensitive response or anything, it was just the word that came to mind. It can be really insensitive or rude or immature sometimes though.
