Why do many western foreigners think that Bali is a country?

Probably because it's the only Hindu-majority province in Muslim-majority Indonesia. It might as well be a different country. I've been to Denpasar and Kuta. Lots of pretty girls in both cities, but Kuta is a better place for drinking.

Bali is a province, not a country. it's like our "states", much like canadas provinces (ontario, quebec, etc..)

people probably just like referring to it as a country because they just think anything that isn't america, is another country

They did not learn geography well. Of course Bali is a province of Indonesia but it's very different from Java. Maybe for this reason they think so 🤔
