I have a second home in Panama City, and have been everywhere else.
The choice is... Rio
High crime (as always), but great beaches and beautiful women. Plenty of slums, but you don't have to look at them!
There is no longer a fee for a visa (it used to be $160 USD), and the Brazilian Real (currency) is in the toilet at 5.5:1. Once upon a time it was nearly 1:1.
Which Latin American country is the best for picking up women, may I ask? Which countries are the Vietnam, Philippines, and Thailand of Latin America?
Colombia is where you want to be. Keep in mind that Bogota is cold, and at 8,600 feet, hard to breath. You don't want to be caught short of breath at a critical time Medellín, the city of eternal spring, is were you want to go. Forget about the drug cartels, that's ancient history. The Colombian Peso is approaching toilet paper status at 3800:1 USD (I remember when it was 1200:1). Your dollars will go a long way, and get you a lot of pussy in Colombia!

Whoops, I hit Panama City accidentally.
I've already been to Panama City, Rio de Janiero (I've actually lived there for about a year cumulatively over 3 different occasions), Lima, and Cancun.
I only went to Cancun and Panama City because they have major airports that I can fly into and out of cheaply. They are okay cities, but cities are not usually the reason I travel, I prefer the more rural areas and getting to know people from the country seems easier in less crowded spots for me. Maybe because I'm a bit of a country/mountain/rural person myself.
I liked Lima and I enjoyed living in Rio, I would go back and live in Rio some more and may someday, it is a really great city and I love Brazilian culture and people.
I would have selected Bogota, though, since I have a Columbian friend I would like to visit, I haven't been there yet, and also I have heard great things about Columbian women and I am always interested in discovering a possible romantic connection.
I would also be down to go back to Cancun, but would likely not stay long as I would rather go from there down to Tulum and dive the cenotes, or see some ruins, get dirty with the locals.
I live in Bogota. It is low key awesome on so many levels. You have to be street smart but it’s a very impressive place. Every day is almost exactly the same. It’s near the equator so the day is not that much longer or shorter. Sunup 6am … nice morning weather -~60-70 degrees F… then light rain in the afternoon. Clear evenings. Sundown 6pm. Mid 50s F. Overnight cool at high 40 degrees F. Repeat. Day after day never changes. I live up in the mountains with the campesinas. Quiet and peaceful up here.
From what I know about cartels in Mexico I wouldn’t want to go to much violence and they like to kidnap or kill white people it’s a shame because it’s beautiful but I’ve been down there several times in the past Brazil same never been there but have read about all the crime Columbia sounds interesting especially if the cartels have really mellowed out and I’ve never heard anything bad about Argentina but really would and will some day like a year or two I’d like to check out El Salvador. I don’t mean to paint a bad picture of Latin countries or cultures because really I have a lot of respect for their ways and love the food and have never met anyone from any Latin countries that I didn’t like and I’m sure working in construction I’ve met at least a few with at least cartel connections and they were all hard working family men it’s a shame there’s so much violence going on down there. But it’s part of that world
Buenos Aires has a great history and architecture. Since I enjoy history, that would be my number one choice.
I've already been to a few of these cities. If I did visit Buenos Aires, I'd make it part of a trip, and also go to Rio , Lima and Bogota.
By chance, do you know which city is the safest? I pick that one.

I have no real desire to go to South America. There are so many awesome places In America that I have not seen yet.
I've always wanted visit Machu Picchu. Lima would be my "gateway" to accomplish such a travel plan.
Been to Cancun. Felt too much like a police state. Didn't like it.

Rio be cool but I heard there is a lot of kidnapping and violence. I would just go to Cancun because its a epic party place.

I've been to Cancun. It's so Americanized you wouldn't know you were in Mexico. Several of the staff looked down on me when I spoke Soznixh with them... they only want English. You can have the same experience in Fort Lauderdale, and it's cheaper.
@AviatorTom why would you speak Soznixh to them then? If you know they Americanized everything.

@user1516 I didn't know in advance. I learned that while I was there. I've done a fair amount of traveling around the world, and I always try to learn to speak the language of the country I'm in, out of courtesy. Cancun is in Mexico, so I spoke Spanish, which I'm reasonably fluent in. Unfortunately, the locals interpreted that as looking down on them, which was not my intent at all.
@AviatorTom Thanks for the warning. At least now I know which language to speak if I visit
@Cherry234 here’s a tip, when you visit a restaurant there you can be playful with the waiters and waitresses and show them your Spanish they’ll love that! My dad gets super impressed whenever someone outside of Mexico speaks some Spanish to him. Some regions are sensitive to that though so please be respectful 💛
