What are easy ways an American can immigrate to Québec, Canada?

I'm a Québécois and my girlfriend is American. She is willing to move to Canada with me. She is financially stable and speaks very good French. Her only problem is that she has no idea how easy it will be on her to get a permanent citizenship here in Canada, specifically Québec due we have different immigration policies.

I visited Nova Scotia and looked into moving there. You had to be financially stable but besides that it was pretty straightforward.

very hard. Canada has strict immigration laws. why don't you just do the opposite? it's easy to immigrate to america... notoriously so
