I can't really answer this, because that term and concept isn't really used anymore. And some of the criteria they use to rank it is stupid. So there is no consensus of what constitutes a "third world country". But if you have a list you can post of what YOU consider a third world country, I will answer your question.

Costa Rica.
Tourism trade is well maintained. Crime is fairly low.
Access to Pacific and Caribbean.
Very user friendly.
Nice people.
