Is Madison turning into a big city?

Madison wi is known for being a college/retirement town but I've been seeing building being built downtown. I'm from Atlanta so Madison is country to me lol but do y'all think it's going to be bigger than Milwaukee

Slowly, maybe; state capitals are rarely the biggest cities, but it does happen.
