This is so beautiful I would rather life there than in a big city. And why would that be underdeveloped? Its just not a big city. Also take a look at bigger cities. If you compare one farm village in texas to reijkjavik than you could call US. Underdeveloped just saying all a matter of perspective.
I can point to much any country and take a picture of a rural area and call it underdeveloped. Oslo looks just like any other major city except it's cleaner. Not sure why you'd equate these two pictures... it's like comparing some city in Wyoming to LA.

Because almost no one lives in such countryside. Almost all Scandinavians live in big cities.
