The first time I visited London I was devastated, as a colonist, by everything being the colour brown on the train in from Heathrow. Christopher Wren's work is outstanding. But a lot of London is ugly. Moreso than in Paris, for example, which also has its ups and downs. I haven't visited Spain, so I can't vouch for it.

As always, depending on the region and the quarter, but I would say, Spain has the edge. Many cities in England are boring rowhouses after rowhouses.
