What is your opinion of a vacation at a Mexico Resort or on a cruise ship for one week during Christmas?

I heard Donald Trump is considering charging Non-Americans $20,000 fees to enter into the United States for vacation purposes, so I might have to avoid booking my possible cruise for one week with my relatives this year which was meant to depart from Miami Florida. The original plan was to book either a cruise for one week or a land trip for one week in Mexico, where we visit an all-inclusive resort and drink and eat to our heart's content for free after paying resort fees.

I don't come on half our vacations since I do not like airplane rides, but I was going to go cause my two cousins were scheduled to join us. Now it seems that plan might get cancelled after all, at least for this trip.
