Always winter, but it doesn't work the way it used to, now you would have to find a discounted travel package rather than lower prices in Paris itself. People pay top rate to go in summer and then spend the whole time complaining about the crowds and how hot and muggy it is.
There are packages with one or all meals included, but then you're limited to those places and meals, which might not always be the best, and you can't go off to restaurants or cafés or bakeries you might want to see without eating into the money you just saved.
So look for packages with rates on air and hotel and eat all your meals wherever you want.
Also, if it's raining like crazy the week before you go, you can often get even more of a discount and then if you get lucky it won't be raining the week you're there (though it will probably be cold and gloomy, which has its charms).
Also, if you want to save a huge amount of money and not worry so much about what time of year you go, and avoid all the other tourists, go to Alsace instead, especially Strasbourg, a beautiful historic city where you can also head down to Basel for part of your trip.
Generally, the most budget-friendly windows are mid-November through mid-December — i. e., after the summer/early autumn rush and before the heavy holiday season.
I would say spring and early fall. It's probably even less expensive in colder months but not as pleasant. It's dark early in December and January.
