Did it? The ruling party retained power. Mostly through only linking the leading opposition candidate to the person who ran for president that just so happened to be in the same party. Every ad from leading people of the ruling party only trashed talked the opposition candidate and never once said one good thing the sitting governor did. So no one voted for substance only fear.
