In many jurisdictions, impersonating an officer is a crime. Certainly posting online a picture of her kneeling in front of him to look like oral-sex with "POLICE" written on her jacket facing the camera with a world-famous church as the background would be asking for trouble. Apparently, they're the 1st to be charged with the specific recently-legislated law.

On the same street as the Kremlin, it's as iconic to Russia as the Statue of Liberty is the the U. S. Add to that the conservative Orthodox Christian sentiments of the locals, the immigrant boyfriend form predominantly Muslim Tajikistan (& hence most likely Muslim) apparently dissing the rival religion's most famous church in the region, and things get problematic. (Imagine if the roles were reversed!)
As to that judgement, it was made by their court, as well as many viewers of her post on Instagram made the same conclusion.
And considering Russia's laws against impersonating an officer being strict (enough to cause a Russian who cloned a Mexican police-car in Russia to lose his mods & license for 2years), but no mention of charges against her despite the uniform-jacket, seems to suggest she may be an officer, but Moscow is too embarrassed to admit it. If this is so, disciplinary-measures on her would not be surprising to me.
Laws & sentiments vary by jurisdiction. No matter what, it's generally best to respect the locals & their sentiments when traveling, and avoid getting your potential-spouse in trouble.

lol Yeah, I would have done differently (fined them both for the stupidity, wave a warning of potential-deportation for the Tajik guy for the next stunt if any, and potential disciplinary-measures on the Russian girl if & only if she actually is a cop for shaming her workplace) if I were the supreme ruler of Russia, but sentiments vary by jurisdiction.
It's fine to have disagreements (I know I have mine, as do you both though yours are even farther), I just wanted to make sure that if you disagree, it's an more informed disagreement, than from an incompletely-report. (And that if you decide to travel, that it becomes common-sense to research and make sure the laws & local sentiments are reasonably close to yours, to avoid unnecessary trouble. And remember common-sense. They may not have copied the stupid stunt a Chinese tourist did by spray-painting essentially "I was here." in Mandarin on priceless ancient wall-paintings in Egypt, but the legal result of an unnecessary & avoidable act is the same.)

If they guy has so little basic respect (or even potential hostility) for the locals and is just holding it in, what could happen if a local actually gets him mad enough to cancel his self-imposed limiters? But then again, detecting this and determining if the potential newcomer in his natural state would be a good fit for the country & vice versa should have been Immigration's job, not Law-Enforcement's. That's already too late. An imperfection in their system laid-out in world-news, it seems.

And if they turned the camera to the side, the background would be the Kremlin, yet another! That's like doing it in front of the White House & Washington Monument (in a world where the 2 are just 1 block from each other). I would consider that lake flag-burning. But that's just me.

This may apply to me more as a 1st generation-immigrant with this mentality drilled into me for decades straight, but WHEN NOT A CITIZEN…
rule #1 Do not give immigration-agents ANY grounds for deportation (as defined and judged by them, not you) EVER;
#2 Do not diss the the national symbols (building or not, especially not posted online for public to see);
#3 Do not diss their national religions, especially in conservative societies (again, especially not online);
#4 Do not attract attention of (or worse, "even APPEAR to diss") local law-enforcement (especially with what could possibly be interpreted as impersonating an officer); and
#5 IF violations of #1-4 at the same time are unavoidable, don't do it in front of their seat of government (like they did in front of the Kremlin).
Sentiments vary by jurisdiction. If they did this in front of their iconic & deeply-religious Ka'abah in Saudi Arabia, they'd be dead before the police arrived (in a world were the King had a royal palace in front of their religious site). I'm not sure what would happen if they did the same in front of the Eiffel Tower (if the Élysée Palace were built in front of it). If they did this in front of the Forbidden City, I can only cringe at what mainland Chinese guards would do to them.
When abroad, it is very important to avoid even the appearance of dissing the locals, which involves being in touch with and psychologizing the locals' sentiments. Otherwise, it may be safest to stay within your own borders.
