All I could get on the context of this is ‘it is associated with the far right’ and ‘associated with celebrating Britain’.
Upon somewhat further digging around, there was a move to fade out the design in some capacity due to diversity and appealing to a broader base.
So people are flying it allegedly due to this, good on them.
Not everyone flying the dang thing is far right, same with those flying the American flag. Like seriously, you can be patriotic without being nationalist and love your country without being overly loud or whatever. Fly what gives you pride of your homeland, especially if others are trying to take it away.
Language and national symbols like flags are important to people, especially in countries that have a long history of conflicting interests. Most 'national' or 'supra-national' borders have been drawn at will and do not always reflect the will of the people living within those borders. European history is full of examples like these.
If they feel they belong to a certain nation/race, whatever that means, it's best for politicians not to mess with these feelings.
Why are only white people not allowed to be proud of their heritage? I think ethnic pride is stupid, but if you are ok with non whites publicly displaying their symbols but then deny white people the right to do the same, you are racist. Ever since labor got into power the UK has gone bat shit insane (not that the Tories were much better) There is some nuance. I've seen some blatantly racist people in England. The English defense league comes to mind and other similar groups, but just let people fly a flag omg

They do cause some disturbance sometimes, but in general they say little about the people who are associated or burdened with one.

I'd say it's a mix of actual racists doing it in protest and people flying it as patrionism. It does however, always seem that when white people or even just the English, do something for their own country it's seen as hatred and racism.
Last I checked it was the flag of England, which is a constituent country of the United Kingdom. It would be no different than flying the flag of Florida or New York.
Florida's flag is like a mix of the English and Scottish flags.

It is absurd that raising these flags would be offensive, except to people whose allegiance is not to the UK.
