Should I say happy Valentine's day to my female friend even though she is not my crush or something, she is only my friend.

I would do it but if she does have boyfriend fantasy about you then it will be interesting. You can handle it and your gesture is a very sweet one. It could lead into a spicy Friday...

If you do by chance sometimes see your female friend is little more than a friend to you then it is a good time to let her know that you value her highly. More highly than she may even know. You should be prepared to follow up with a planned gesture though..."I have to show you... it is not enough to just say it..." be near stores or something where you can buy ice cream, or pastry or get her flowers from a store...

Make it a test date run so that you know for sure if there is anything there. It is a great "Free chance" to test it.

Sure, why not. It's kinda the same as saying happy Halloween/ new year/ birthday/ Friday. You are simply acknowledging the day and wishing them a good one
