What does officially meeting someone mean?

A guy I like and everyone says likes me wave to each other in the hallways. But the only way we know each other is from everyone always talking about us liking each other. Well, he says he wants to OFFICIALLY meet me? What does officially meeting someone mean? And why does he want to?

it either means just meet for the first time, face-to-face, formally rather than casually...or it can mean possibly going out on a date
