My ex is asking for forgiveness. what should I say?

i've been too good to him and he hurted me by neglecting me
but i was ready to give him a chance but he chose to broke up
and now after a month he came back to apology but he's not asking for coming back
what should i say !
is it okay to say that i don't want to talk to him anymore? ( even though i still kinda want him but he didn't show me that he wants to fix the relationship so i have to forget about him )
does that hurt?
or what else can i say?
