ok so me and the boyfriend are fighting becuase I got upset that he talks to a girl that he cheated on my with , long story short I found out after he broke up with me for not trusting him that he was cheating on me the whole time. with a bunch of girls, and this guy has gotten me kicked out of my apartments for partin and he didn't have a job. so tthis was a big deal , he was messing up in all ways. we got back together and he changed completly , he cleans doesn't go out much is nice. but he still talks to that girl, I asked him to stop the other day he was texting her and I played a crazy and looked online and found out he says they were texting all day becuase she needed math help... uh OK well is it so wrong of me to tell him to tell her to go to a tutor?

If he cheated once with this same girl that means he has some attraction to her. Continuing to talk to her can only increase that and cause more temptation. For normal people, talking to the opposite gender isn't a problem, but your boyfriend is a cheater so it is for him. He should respect your wishes of not wanting him to talk to her, and if he really has changed he would stop. He was in the wrong, and it's understandable for you to want him to cut all contact with her.
