My ex husband is not supposed to contact me but he's made a new email and sent me a slew of drunken emails... This is one of them. Should I even bother reporting it? I do think he'd kill me if he got into the country. I've told the police before in concerned. Tried to get a protection order but can't because it's international.

by the way that looked confusing saying he's not allowed to but then that there's no protection order basically, back in hi country there was an order in place but when I left it was voided. He's been told numerous times by police to leave me alone however

Yes, if he is not allowed to contact you and he is sending you anything close to the context of violence, it should be reported.

Legally, no. Not in the USA anyways. It didn't specify him threating an action against a specific person. Plus if he has no means to carry out the action it is dismissed as well.
