Without any additional information it's impossible to say. If I turned off my phone after a breakup, it would be because I'm feeling crappy about it and I want to be alone with my thoughts. So maybe he feels the same. But yeah, having any sort of negative feeling (anger, sadness, grief etc) after a breakup is normal, so I think it's safe to assume he doesn't feel great. But that also depends on the circumstances.
