Asking because my boyfriends ex reached out to me on Facebook and seems unstable…lots more to it, but basically me and my boyfriend met and went on a date and kissed the night he broke things off with her. So she’s saying things like “I can’t believe he cheated on me.”

No this is called picking someone over you. If they do that by cutting off the relatioship without actually lying and going behind the person's back that's not cheating.
Your not exactly going behind someone back if you dumped them right away.

It's no "Oh yeah just had a late night at work on way home now" meanwhile he was actually at his mistresses house. It's more sorry I like this girl now bye. Would it still hurt like hell yes. But not cheating.

The more important part here is did he lie to her. For example I could have one night stand with a girl who I sorta now gained feelings for but not have messaged my current girlfriend that night then in the morning I text her we need to break up because I found someone else.
Whether one considers that cheating or not is up to them but the one thing you can't say is they are a liar.

Now if in this situation i texted her as if so everything is fine while doing the act then that is just lying and that I would call cheating for sure.
If you aren't cheating you don't need to lie is what I say.

Well his ex came after me making passive aggressive comments and saying she’s shocked he took me to nice restaurants that were expensive. And saying he’s going after me when I’m 10 years younger makes him abusive. I’m really mature for my age so I naturally date a little older. She seems obsessed with it.

Welp all I can tell you is it is a red flag for someone to ditch someone they are with for someone younger. It's often a sign of their own insecurity and lack of commitment. Which as you can imagine don't help a healthy relationship.
I don't know your age and maturity which of course matters but what matters more is his maturity which it may help to look at that perspective than trying to think of your own been up to par.
Because while you maybe mature enough, maybe he isn't.

But an Ex will also say things out of spite when hurt. But it's also unwise to just dismiss so tough spot there. You just kinda have to figure that out for yourself.

I don’t think it was that I was younger as the determining factor. We just genuinely connected. He told me he usually dates around his age. But we have a special connection.

Isn't that what they all say. I don't mean to be dismissive but you do know how many people have said that and it ended badly?
It might not be. You could have special connection. But eh I would think on it more first. Also how did he break with his ex? Because if he had lack of empathy and didn't try to bring her down easy and they've had serious relationship for X time if that X is a larger number than a less that's a bad sign.
Because decent person would try to let the other person down easy even tho there is no way to really do that they would try.

His ex told me that he seemed really upset and genuinely conflicted and she told him to get therapy.
