That's a good beginning, but additionally, women should not always be given custody of children, and there should be more justice involved in this decision rather than the biases of family court judges. Fathers are as good parents as women are, but judges in family courts don't seem to believe that, and it leads to a lot of trouble for men. This, along with very unequal divisions of assets and income and unreasonable monetary awards in general to women, are many reasons why men now refuse to get married.

Child support isn't pay. It's support for the child based on both parents current wages in order to take care of said child.

Child support should be paid in arrears on presentation of receipts. It's that simple. Only exception would be for medical insurance

That's completely impractical. Are you going to divide the rent? Pro-rate groceries? Expense to take children to and from school or outside activities or appointments? This would be an enormous burden on single parents, who are already struggling. Who is going to inspect all those receipts?

Maybe the 80% of divorces filed by women who bought into the feminist lies because generally men sacrifice happiness for their family where women sacrifice family for happiness would drop off and people might start taking marriages seriously again.

It might also reduce the number of guys working two or three jobs that are crippled by support payments who are reduced to living in their car or going to jail for missing a payment - then still having to make the payment when they're released.

As to who inspects the receipts, a court-appointed accountant, who then tells the parents who owes what.

Child support does not incentivize women to divorce. It allows them to exit unhappy marriages. I divorced in Texas and the maximum support for one child was like 20% of net pay up to $1200/month, and 25% up to $1500 for two children.

Most divorcing women are materially worse off, but they divorce anyway because the marriage is failing, or worse, abusive to them and the children.

Since I have no idea of what the state pays for foster care. Can’t set a number. But the child has a right to have a reasonable life and both parents should be willing to see that happens. Not be spending the child care payments on unnecessary things for the parent with custody at the time.
